Enable all layers missing Narrow options bar not checked

Enable all layers is missing when using the color picker tool. I do not have enable narrow options bar checked off. Oddly enough, When I go into the preferences tab when the tool is selected, the "Enable all Layers" reappears, but when I close out the preferences, "Enable all layers goes away again.
