eraser tool paints. how can i fix this?

when i use brush tool and then when i use eraser tool, it just suddenly changes into brush tool.

i tried many things (reset photoshop, uninstall photoshop with presets and reinstall photoshop, reset tools, reset all tools) but i can't fix this problem.

i used brush in brush tool (not in pencil tool or anything)

and i used eraser in eraser tool mode (not in background eraser tool or any other modes)
