Error 145 - Photoshop - unable to edit/delete Photoshop Folder in Program Files

Hi gang,
Getting Error 145 whenever I try to update or install Photoshop on my Windows 10 system.
Tried to update Photoshop from Creative Cloud after I had switch my email address associated with my account, and it's getting stuck because it seems to not have read/write access to the Photoshop folder in my Program Files folder. I am the only user on the machine, and I am also completely locked out of touching that folder.
I did research here on the Help forums, and tried the following:
- Completely disabled all anti-virus software.
- Deleted all Adobe cache files everywhere.
- Use the Adobe CC Clean tool to completely uninstall and remove everything Adobe from my system (that folder remained).
- Tried renaming, moving, and adjusting security options for the Adobe Photoshop folder in the Program Files folder (all fail).
- Downloaded and reinstalled Adobe CC.
- Tried installing Photoshop via CC.
- Tried removing everything again, and then installing Photoshop, run as admin, via the app downloader (not via CC).
Every time, I get to about 90% install of Photoshop, then it hits error 145 and fails.
I imagine this is because of the "lock" on the Photoshop folder in my Program Files, but I have no way of disabling the security on the folder - see the error in the attachment.
Anyone have any ideas on how to "unlock" this folder so I can use the software again?
