Error 16 for installing Adobe Photoshop CC 2017 18.0

I have a well-known problem, this is error 16:

When the installation finishes Adobe Photoshop CC 2017 18.0 I get error 16.

The problem is that when I download the adobe application manager I get the same error

Does anyone know how to solve it?

What is the OS you are using? Windows 10 or OSX 10.12.3 for example.
