Error dll api-ms-win-core-synch-l1-2-0.dll

Hi,

I have a problem after installing the Phothoshop.

I get the following error when opening the program:

"The entry point of the InitializeCriticalSection procedure in the dynamic link library api-ms-win-core-synch-l1-2-o.dll is not found"

I give OK and it does not open.

I have photoshop 2019 cc. I have instalet windows xp.
