error do not save preference

I have a MacBooc pro 16 "pc with macOs Monterey and Photoshop 2022.
my problem is that when I open PS, I get this error:

Unable to save preferences because the file is locked, you do not have the necessary permissions, or the file is currently being used by another program. Use the Finder 'Get Info' command to verify that the file is not locked and that you have the necessary permissions to access the file. If the problem persists, save the document to another file or duplicate it in the Finder.

I checked the permissions in the finder and I'm an administrator but it doesn't work.
where can i intervene?

You can also try creating a new Admin user account and run Photoshop from the new user account to see if the problem goes away: https://helpx.adobe.com/photoshop/kb/basic-troubleshooting.html#permissions

By the way on mac sometimes you have to go to preferences > Security and confidentiality > Confidentialiy and grant access to the disk for some apps like Photoshop

Check that and eventually add Photoshop to Total access to the disk

 And maybe restart after (not sure may be effective at once)

I tried them all I changed the read and write permissions to all folders and files but nn changes nothing the error is always the same

That is the wrong folder. This is not the preferences folder that you need to change, it's the Applications folder. Preferences are not stored in Applications but in the invisible Application Support folder.

There are MANY Adobe folders, some of them are invisible. So please tell us EXACTLY which files and folders you were checking. And tell us what you saw. This is very easy to do wrongly.

Specify: Read and write for everybody… to the forlder and included elements.

Sometimes it does the trick.
