Error Message when trying to modify>>feather

I have Photoshop 2021. Using the elliptical marquee tool, I am trying to cut a a section of a photo to add to a project using: Select >> Modify >> Feather. I get an error message: "could not complete your request because of a program error". Can someone help?

Have you tried with preference reset what is general advice for all things weird in Photoshop https://helpx.adobe.com/photoshop/using/preferences.html

This is how we feather selection, to cut something use Edit > Cut or Edit > Copy, Copy Merged.

Can you post screenshot with error message and Layers pane visible?
