Every time entire settings are restored

Hi, can anyone PLEASE tell me why every time I shut down my computer (which is every few days), and then I reopen Photoshop 2020, my entire settings are restored to the original?

Yes, that sounds like your user account doesn't have full read/write privileges. That's where the preferences are stored (and resaved every time you quit Photoshop).
