Everything becomes hand tool when I zoom, why?

Hey all!

So I'm using a Surface Pro 4 and haven't changed a single thing in the past couple of days. All of the sudden when I zoomed everything becomes the hand tool. No matter what it is, It's the hand tool.

I reset my preferences, turned off shortcuts to the hand tool, move tool, everything. I even noticed it's only the move tool when I drag up and down. I even turned off windows ink, at this point I'm lost as to what the problem is. This is just so oddly specific and I have updated Photoshop, my operating system, everything. Anyone have any more suggestions? Please help me find something else to try!!!

I'm losing my mind here.

Hi

The latest windows update (KB4093112)  has caused an issue with tablets and Photoshop.

You can either - undo the update

or

Do the following (recommended) :

1. Use notepad to create a text file and type in :

UseSystemStylus 0

2. Save the file as PSUserConfig.txt in the following location
C: > Users > Username > AppData > Roaming > Adobe > Adobe Photoshop CC 2018 > Adobe Photoshop CC 2018 Settings

3. Go to the  tablet properties and uncheck "Use Windows Ink"

4. Restart Photoshop

That is it - all should now work well (you need to do all the above steps to retain pen pressure)

Note : There is a third option. Microsoft made this change intentionally and they have issued a way round it with registry change (see link below). However for  Photoshop the PSUserConfig method works.

Note 2 : If you have another version of Photoshop installed e.g. CC2017 then you will need to add the file to the CC2017 folders

Thank you so much for this, the notepad option seems to have worked for me. I was having the same problem! I hope it works for OP too..
