Everything is pixelated with small canvas/image size

So I'm working on artwork for my company's Roku channel and the size needs to be 290x218 px, RGB color, 8 bits. I was trying to drag a free photo from Pixabay in there and it's all pixelated. I thought it was because I resized it. It was a lot bigger than my canvas size. But the same happens when I draw a shape. What am I doing wrong?

What zoom level are you using to view the image. It does not matter whether it was created with vectors or any other way. If you zoom higher that 100% you will see the pixels that form the image.
