Expand/Reduce edges of object

Looking at this image you can see that parts of the text are thinner than others:

Is there a way to do this with a tool? Changing the thickness of the text is not what I'm looking for. I want to be able to apply this effect to any element, text of not. Also, even if it's text, maybe I want half of it to be thinner than the other half.

 

It's almost as if it's "bleeding" in certain areas.

 

I would like to know if there's a tool that can do this, not only to make them thicker, but also the reverse effect, where it would "degrade" the edges.

I can't think of a way to do this in Photoshop, but AstuteGraphics has a width tool that does this. You could then bring this in as a SmartObject. That might work for you.

Thanks for the reply.

The concept is that, but I would like to have that as a tool so I could apply it to just a few parts of a rasterized object, as I mentioned before. For example, if I have a word, I would like to apply the effect on just some parts. Think of it the same way as the Blur Tool works where you can "paint" the effect, but in this case, applying that effect you sent me

You can either use the history brush to apply the filter to the edges as you see fit, or dupe the layer, run the filter/s then apply a layer mask to hide the filtering and selectively reveal the result by painting in the mask.
