Export and Save for Web Become Unresponsive Photoshop 23.1.1

This has been an issue with Photoshop for several updates now...

Export and Save for Web Become Unresponsive in use. There is seemingly no rule or reason, the buttons highlight when hovered over, but clicking does nothing.

The only way to correct this issue is to completely close out Photshop and restart.
