"Export As" shifts layers when changing size percentage

When I'm saving as a JPEG using the Export As menu, Photoshop shifts several layers downwards when I change the size percentage from 100% to anything else. For reference, I'm using Photoshop v22.1.1 on a Mac OS Big Sur 11.1, but this was happening with past versions of Photoshop as well, so it's definitely not a new bug.

It's not a particularly big file, so I don't think that's the issue. I'm aware I could use the Save As or the Save For Web routes, but Export As has usually offered the best results. Any help is appreciated!
