Try export the layer using Generator as well as Legacy export.

This will help us identify if Export As is the problem, or if the problem is more pavasive across the export options.

Let us know how you go.

Curious if you'd be able to share that sample file with me so I can better investigate what's going on?

Also curious if you restore your preferences using this manual method, does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
