EXPORT FOR WEB Animated Gif ERROR PS 22.4.1

I have a 2015 macbook pro with Big Sur 11.3.1 and photoshop 22.4.1 installed and I get an error message whenever I try to SAVE FOR WEB to export a gif animation. The only time it does work is when I export at 50% the size, which is unusable. I'm very frustrated as this is for a job and I've been trying to export it for three days straight going from Catalina to Big Sur and going back to 2019 versions of photoshop as well to no avail. I've reset preferences and read everything that is on the forum. Judging from the forums, this problem has been going on all year with no sure solution. It used to happen occasionally with the 2019 version over the past couple of years and then it stopped working all together. So I updated to 22.4.1 hoping it would work and still no. Please fix this bug, this product is too expensive to allow something like this to continue.
