Exporting Animation Frames Troubles

Hello, I am trying to export some animations from photoshop so that I can work on them in a full timeline in premiere. However, when I export my frames as PNG image sequences, I can't seem to get the same number of images as I have frames in my sequence. I have made sure that the timeline frame rate is the same as the one I am exporting at, but I will still get either way too many frames or a few will be neglected from the end of my animation (which is a big problem since a few of the loops I am trying to export are less than 5 frames).

Is there a setting I'm missing or an easier way to export frame animations for editing?

I'd have thought that rendering out to video clips from Photoshop would be better, but as mentioned above, we don't know the whole story.

Without knowing your exact settings in both programs, screenshots, version info, system info and so on we can't know. You've written a very verbose post, but provided close to zero useful info.
