Exporting file as jpg scales down to a different size

When I go to export my file as a jpeg I cannot export the file scaled to 100%. It scales the image down and puts a white border below and on the sides. How can I fix this? Any help will be appreciated.

The pixel dimensions of the image exceed the limit for Export, so you have to use Save as instead.

I don't know what the exact limit is, but I tried to export a 13000 x 11000 image, and it got scaled to 11311 x 8700.

Note the tooltip that appears when you hover over the black triangle.

    As for the white space please post a screenshot of the image itself. 

     

    What are the image’s pixel dimensions? 

    Have you tried using File > Save As with »As a Copy« checked or use File > Export > Save for Web?
