Exporting small images with a circular shape as png causing a cut of 1-2px from top and left side

Hello guys, am facing an issue with ps where every time I have a circle/circular image that I want to export as png (right click layer -> export as png) or any other export method (mainly I use save for web) the resulting png will look like it's getting a cut from top and left side which ruin the circular shape, how can I export properly? (problem happens and become very weird on small sized images like 39x39px the latest case I faced check attached file in windows photo viewer and notice the straight cut on top and left sides, it's very clear cz it's a shape not a user image for example)
