Extrem lags with Photoshop and Wacom

I have a Wacom Mobile studio pro 13. I have the same problem every time I open Photoshop since I believe 8 or 10 month. After the first two or so strokes with any Brush, I get huge lags while I try to draw anything. The lags can be that I need to wait some seconds after the strokes to let them catch up or that the strokes are just really slow. I tried to reinstall Photoshop, I did overwrite the PSUserConfig.txt to UseSystemStylus 0 and disabled Windows Ink. I updated every driver. I changed the performace-related preferences, but nothing did change my problem. Is there anything I can do or should I cancel my Photoshop and buy another program that can handle some lines?
