Extreme lag and sluggish performance

I have a very well built computer consisting of 

i9 14900

64g ram

nvidia rtx 4090

running a external 34 monitor. 

I have issues with even the simplest of movement.  
Created a 8.5x11 150 dpi file.  Even simply creating standard text and moving is is slow and jerky and lags. 
tried to click on the Edit-preferences and took 5-8 seconds to open. 

closed and tried it again same issue.  I have had this issue for a while. 
all applications up to date. 
tried the studio and the game nvidia driver.  Bios is up date. 
all drives are up to date as I am really picky. 

I am having the exact same issues with illustrator as well. 
these are the only 2 I use for the most part.  
Uninstalled and reinstalled all adobe applications. Made sure all preferences where reset. 

this all will happen with nothing else running and only using about 10 percent cpu and little to no ram.  
Turned off any virus software or anything running in background.  

Tried starting in safe mode just to see and got the same results.
