Extreme lag in PS and ACR despite heavily modifying PC

So, I'm at a loss with photo editing. Everything is slow. In camera raw, the sliders all take a few seconds to update when I try moving them, presets take a good 20 seconds to load; stuff that used to be near instant is taking ages. I used to be able to do my adjustments in RAW in about 30 seconds per image, now it's taking 5 minutes.
As for PS, I primarily use eraser and polygonal lasso for editing, plus the occasional dodge/burn/desaturate. Poly lasso stutters a lot, making me have to undo and try again many times typically.
Everything runs fine for the first 1 or 2 images, and then it goes downhill from there.
For context, I'm a real estate photographer, shoot in in RAW format. Off of my camera, the CR2 images are 300 dpi and 5472 x 3648 pixel dimensions; off of my drone, they're DNG's that are 300 dpi and 4032 x 2268 respectively.
I'm running Windows 11 Home, 64 gigs of ram, i9-10900KF cpu, RTX 4070 gpu, and just upgraded my PSU since my old one wasn't cutting it with my new cpu and gpu. Monitor is an Asus PA279CRV 4K running at 100% scale (not zoomed in) at 3840 x 2160 resolution.
I have my mouse polling rate at 125. I have GSYNC disabled via nVidia Profile Inspector. I'm running the nVidia studio driver, not gameready. I ran nVidia's mpo\_disable registry tool. I'm not running other programs while editing.
In PS settings, for tech previews, I have "enable preserve details 2.0 upscale" and "precise previews for 16-bit documents" enabled. Scratch disk has 378gb free on a SDD drive. In performance, available ram is 51244, I allow photoshop use 85% of that (43573). History state is at 15, cache levels 8, cache tile 1028K, graphics processor is enabled, in advanced settings I have use OpelCL, anti-alias guides and paths, 30 bit display and gpu compositing all enabled. Multithreaded compositing is also enabled.
In Camera Raw preferences - performance, I have my graphics processor use set as custom, with "use gpu for image processing (process version 5 or higher) and "use GPU for open and save" checked. My camera raw cache is 50 gb.
What am I missing? I've spent hours on google and reddit finding all of the little tricks. I've heavily upgraded my PC; it should be having no problems with what I'm running now. But, PS is just glacially slow. I'm sure I've done other stuff too that I simply don't recall.
I have tried installing the oldest version available on creative cloud (22.2 I believe) which helped for a bit and then got slow as well. Last night I did a full uninstall and reinstall of PS, which helped as well... we shall see for how long.
I just am not a fan of paying monthly for a service that I need, but absolutely kills my workflow. Editing 20 photos for one of my smaller shoots used to take 1-3 minutes per image; it's more like 10-30 minutes now simply due to everything running so slow.
