Failed to open pics

Since some days I failed to open .jpg-files in PS - after trying this prodecure I got "a blinking screen" only (please see the short video attached!!). It doesn´t matter on which drive the pics are stored. The same is when I want to edit a pic directly from LRc into PS (via the plug in).

Opening RAW-files from any folders is working properly.

I have reinstalled PS and all drivers are updated but I did not succed.

Because I didn´t find any solution yet I hope someone here can give some hints to me to solve this problem.
