File could not be opened?

I have Photoshop CC 2015, and when going to 'import video frames to layers' I choose the proper file to open but I always get the same message: "Could not complete the Video Frames to Layers command because the file could not be opened."

I've tried everything, but nothing seems to work. I just spent $300 dollars on Photoshop to mainly make gifs, and it's not cooperating. Did I waste my $300? Is there a fix?

I use Flashgot to download the FLV file from a website, most of the FLV files I get that way can be opened but I think some websites make it so those video files can't be opened.

The strange thing is when I use a website to convert it to another video format it works just fine and that can be opened in Photoshop, Premiere, and other Adobe Programs.

No, sadly, it did not help. I followed the instructions only to get an error message that said "Could not complete your request because the file could not be opened."

I am so sorry! Some questions, then, to help troubleshoot.

You said you chose the proper file. What format is it in?

You said you tried everything. What, specifically, did you try?

Do you get the same error with all videos or just the one?

What are your steps, exactly?
