I find the File Open dialog box much better to use in CS6 which provides direct access to the items shown on the left.

With CC2017 it's a tad frustrating to have to click several times on the upward pointing arrow to get to top level in order to access Libraries.

Is there a way that CC2017 can be configured to provide this useful feature?

    In the left column of your 2nd screen shot, scroll up to the top of the list, and start clicking on the triangles to collapse your open items. Does that help?

    Yes it does but the difference between CS6 & CC2017 is that with CS6 it's always there & immediately accessible, whereas with CC2017 it  takes several clicks to collapse down to something similar.

    I hope I don't appear to be 'nit picking' it's just that I like the ease with which CS6 allows files to be easily accessible.

    I should also have added that the very next time you open a file, you have to repeat the collapse process all over again.
