When saving a PSD file photoshop is saying the file is much smaller than the actual size in my file manager.

I have changed the pdi all the way down to 25 and its still showing it to 18M. HOW?

The size shown at the bottom left is the size in RAM of the current layers of pixels. Smart objects are only counted as-a single pixel layer in the main document size. However a smart object can contain multiple layers each with a size bigger than that summary layer. Opening the smart object will reveal the size of the contents. If SOs are nested then this must be done for each level.

The file saved on disk includes the contents of all the smart objects, additional meta data (as well as a flattened version of the image if maximise compatibility is checked), info on layer masks etc so can be bigger than the RAM info in the Photoshop window.

Exactly.  I never count on what the corner number says.  Because depending on how I save it,  it could be drastically different

Useless, meaningless and misleading. Serves no useful purpose whatsoever.

(I've long said that space is put to much better use showing document profile as default).
