file too big even after delete all layer

hello, I am using photoshop cc 2017 on windows 10..

it's not happening every time, but sometimes my file is too big. even when I delete all the layer and let it blank still saved for 29mb (1502x1127 px at 300dpi).. can i know how to fix this? should I send the sample file?

    that the screenshot, when i save as the blank document as jpeg it's saved for 29mb..how to fix it?

    Test using export as or export save for web. If the same file is smaller, then you may have a metadata related problem, such as bloated photoshop:DocumentAncestors info.
