Filling a selction with bucket/brush paints a fade outside of selection

Hello!

So I have been having this problem for a few weeks now that when i select a person, exand the selection by 15px and smooth it by 30px and then try to fill it in, the selection is blurry for some reason and not 100% opaque and 0% opaque outside of the selection. I think the images will demonstrate it better.

I am not really sure how to fix this.

Try resetting your Tools. To return tools to their default settings, right-click the tool icon in the options bar (not Tools panel), then choose Reset All Tools from the context menu.

It might be feathering on the selection or it might be something on the Paintbrush tool. Resetting both tools should fix it.
