Filter Galley Effects Not Applying

Hi,

I'm trying to take an image and make it into stained glass.  I've created a layer with lines and additional layers to color in each of the sections.  So far, I've been creating a new layer, using filter->render->clouds, selecting the portion I want to color with the magic wand tool and using the inverse option to select the rest of the color and delete (on the layer with the color). I've been using filter->filter gallery->glass to add the effect in the past but it's not applying right now.  I'm able to slide the distortion, smoothness, and scaling bars, but the filter doesn't end up previewing or applying once I click "OK." I've tried selecting the layer, the actual portion, the background, and deselecting multiple times to no avail. Please help!! Anything would be much appreciated. Thanks.
