Filters using background color instead of image

I'm trying to apply a filter from the filter gallery, but when I do it automatically changes the image to the foreground/background colors instead of the filter applying itself to the actual image. How do I fix this?

Hi try to reset your photoshop and then convert the image to smart object then apply filter....regards
