Flashing thumbnail shuts down Photoshop

I just downloaded Photoshop 2023.  When I open a file, a thumbnail of it in the upper right corner of the screen starts to flash on and off.  It will not stop.  While it is flashing, nothing works on Photoshop. I can't even "x" the program out.  2022 did the same thing, and I had hoped that 2023 would have fixed it.  No such luck.  2020 works fine for me.

Can anyone explain this and tell me how to fix it?
