When I flatten the image the drop shadows go away.  Is there a way to flatten image and make a .jpg and preserve drop shadows?

Also make sure you are have "Legacy Compositing" checked in the preferences under performance.

It should preserve them as long as they fall within the image. Hidden and areas outside the document window will be permanently removed when flattened or exported to jpg.
If  it still is not showing try expanding the layers to force the shadow onto its own layer.

How do you expand a layer?

You could try Layer>Rasterize>Layer Style and see if that will preserve it, but again if you save a jpg, the drop shadow should appear without a problem.
