This is as designed. Skew is not snapping to other objects. It has a mechanism to snap its transform to 90°. It just appears to snap to the edges but it's not. You'll see if you slide your layer down away from the edges of your document that the points of the transform do not snap to the edges.

 

Use Transform > Distort if you don't want the behavior of Skew.

Yes, ANY photo, same bahavior. As you can see in the video, snapping is turned off.

Hi @Chris22753034tl7n, forced snapping does not sound ideal! Thanks for sharing the video, too. So you have all the snapping settings under the View menu turned off, but you're still getting snapping? Is that basically it? Happens with any photo you try to transform?
