And when I press help in the program now, I get:

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Feather a selection by going to Select>Modify>Feather.
My guess is Adobe removed that url for online help, since photoshop cs6 is no longer supported.
