Frame tool missing in new update

Updated to 2019 and the Frame Tool is not there. Have checked all drop down tools and Windows tab etc and cannot find it. Tried using the shortcut K and it still does not appear. Screen shot (I place 'tools' on right of my screen)

    the frame tool is listed under other "..."

    Try Edit  > Toolbar and click on the "Restore Defaults" button.  It should show up between the Crop Tool and Ruler.

    there is no "toolbar" under edit.
