Free Transform Ain't Free - It's a Prisoner of Snapping to a Grid

Can someone please tell me what the fix is for getting the free transform to work properly in the latest upgrade of Photoshop (20.0.1)?

With an item in transform mode the CTRL Left Click will allow me to deform the shape but the handles keep snapping to some grid, not allowing me to put the corners where I want to put them.

I've read that I need to just use SHIFT instead of CTRL.  Tried it; No help at all.

Please help.

    Press Ctrl+Shift and then Distort should work as before.

    (Cmd+Shift on a mac)

    Adobe made some changes to the Transform in photoshop which you can read

    about here under Transform proportionally by default:

    How are your Preferences and Views snapto settings set???
