Freezing problem on PS when opening.

I formatted the computer and re-installed some Adobe programs that I use to work. PS, Xd, AI and DW are installed. Only with PS I have had problems when I start to edit the first document after opening the program. It freezes and freezes, without allowing tools to be changed or any other action. I have to keep trying to use it for about 20 minutes until suddenly it works normally again. If I leave it minimized it doesn't work and it keeps freezing until I keep trying to use it. This problem only comes back if I close the program and open it again, from then on I need to do it again... mess with it for about 20 min in some document until it stops crashing and working normally.
- All other Adobe programs work normally.
- Before formatting, it worked normally.
- I've already tried to reinstall everything a few times.

- I've already tried using it without activating the GPU
