From windows to iOS

I'm sorry to disappoint you, but there is no Photoshop for IOS-it is strictly for Windows and Apple OSX, not even Linux is supported. The main reason for this is IOS devices don't generally have the performance to support Photoshop, that is changing with the iPad Pro but still Adobe doesn't support that platform. There are cut down Adobe products for mobiles and they are very good, but don't expect the same level of power as given by the full versions.

If you need Creative Cloud on a tablet then get a Microsoft Surface Pro, unfortunately 4 times the price of an iPad but you get what you pay for.

You seem to be asking two different questions, but I think it’s really only one. iOS is what is used on iPhones and iPads. If you get iOS you can’t run Photoshop.

But Macs run Mac OS. Macs can run Photoshop. Best of all you can switch your subscription back and forth between Windows and Mac whenever you like: it just works.

Important: iPad Pro is just a big tablet which runs big phone apps. It is not a Mac and does not run Photoshop.

The Photographers plan is probably best value; you get Photoshop CC2017/2018 and Lightroom plus forthcoming updates, for around $10 a month. You can download it/them on to two computers, both Mac or both Windows or one of each OS. Photoshop will not work on an iPad (iOS).
