what do I do when the work desk is full and I can't get in at all

Actually I think the system requirements as they stand now are grossly misleading. They should be rewritten. There should be an additional point specifying 50-200GB recommended as minimum scratch disk space. Just so potential customers are aware of it up front.

 

3.1 GB free disk space is a joke. Maybe it's possible to install the application with 3.1 GB free space, but it certainly isn't possible to actually use it! That hits the wall in a matter of seconds.

Hi, I advise you to do some cleaning inside your computer, in order to have space also in the virtual memory disks.

If you mean scratch disk is full and you can't open Photoshop, then either:

 

Clear space on your scratch disk and try again

or

Use Ctrl+Alt  (Cmd+Opt on Mac) whilst opening Photoshop and change the scratch disk to another.

Nothing to do. You really have to do some housekeeping to free up drive space or buy another/ bigger disk. PS simply won't run without a scratch disk with sufficient space and that is that.
