When opening pages in PS 2024, they are full, without the option to re-size or minimise, they used to have this option.

What operating system are you using?

Maybe you were using Floating Documents Windows before and now photoshop is set to Open Documents as Tabs?

Can you post a screenshot of what your seeing?
