Generative Content not working on video

I updated Photoshop Beta to version 25.3 from 25.2. When I did something didn't work that had before.

In 25.2:
If I have a video on the timeline, I can create a selection with the marquee and use Generative Fill to put something in, like Ocean View Window. This creates a new element that I can put on a new video timeline above my existing.

But when I updated to 25.3 and did the same thing, the created item was a black box instead of my ocean view window.

This problem *might* only happen when trying it on a video timeline, I don't know.

When I reverted back to 25.2 it worked fine again.
