Generative fill grayed out

Hello, 

I am unable to reliably use generative fill in Adobe Photoshop 2024. I was able to use it like four times out of twenty attemps. Either generative fill is grayed out or I get error "service is not responding, check your internet connection" while generating image. To me it seems completely random. 

I checked all the common solution and nothing helped so far. Meaning: 

1) I am 100% sure my internet connection is working
2) I am using generative fill on unlocked layer

3) my age in gmail account I am using for login into the Creative Cloud is above 18 and its set to public
4) turning off firewall doesn' t help

My OS is Windows 11, Photoshop is updated. 

any ideas?
