Generative fill in Main Photoshop when ?

They put features in a public beta when they’re not sure if they got the design and implementation right, or they know they still need to work out some bugs. The public beta lets them see how people react before they finalize it.

They put the feature in a final public release when they decide they are doing it the right way and it’s stable enough for people who will rely on it for professional work. But of course, no one (maybe not even Adobe) knows how soon they can get it locked down and debugged. If it’s easy, it will be sooner. If they run into challenges, it will be later.
