Gestures don't work during transform

Hello, when I'm transforming an object with the marquee tool touch gestures to move around the canvas are disabled. So if I'm zoomed into the canvas and then ctrl+t my active layer I'm unable to zoom out or pan around to find a mover point on the edge of the layer. I need to cancel the transform, zoom out, then ctrl+t, then move my layer, then zoom back into where I was. It's a very clunky process when I'm trying to work in a totally keyboard free manner.
