Getting error message for jpeg in photoshop for ipad

I've uploaded jpeg's from my PC to iCloud and then synced those photos with my iPad Pro. When I try to add an image into photoshop for iPad I get an error message. I've included the screen capture. I saw on another thread that the problem is that you have to changed your picture settings in the app setting to "all pictures". I've done that, and I'm still getting an error message. I've included the screen shots of the error and app settings, and the picture I'm trying to load.
