Ghost Layers - Problem ?

Photoshop is creating duplicate "ghost" layers when I move anything on any layer, which makes it near to impossible for me to work at the moment.  I have searched the forums where there are other examples of this issue - with the solution being to uncheck "legacy composing" - which is already unchecked for me.  I have tried restarting, rebooting and checking / unchecking legacy composing to see if it makes a difference. ....

It is still happening ....  any suggestions?

Try Lambiloon's suggestion of resetting preferences. In Photoshop, choose Preferences > General, and click the Reset Preferences on Quit button.

If that doesn't work, you could try uninstall/reinstall using Adobe CC Cleaner Tool. https://helpx.adobe.com/creative-cloud/kb/cc-cleaner-tool-installation-problems.html

Or, as Chuck Uebele suggested, there may be an issue with you keyboard.

Makes me wonder if there might be an issue with your keyboard and the alt or option key causing issues.
