GIF on PSD/Still Image Project: How?

I've heard of users being able to add a GIF onto either a still image or have it be applied on a Photoshop Document with layers active. If need be, I can provide examples of what I mean. I would personally wish to apply a GIF to either said still image or PSD, and add the 'Lighten' or 'Screen' blending mode be applied to the GIF as well, all on Adobe Photoshop 2020. Is it possible on Photoshop 2020? If so, can anyone link me a tutorial that works specifically for PS 2020? I have yet to find a working tutorial for my purposes. Step-By-Step Directions would be plenty helpful if possible.
