Glitch in tools

I'm having an issue with the left-hand tool bar in Photoshop 2023. Running on a 24-inch iMac 2023 with OS 14.1 and the M3 Silicon chip. About half the tools, the top half specifically, when I click them it switches from Photoshop to the finder. I can still access the tools using shortcuts. The same happens with some of the menus on the right hand side (histogram, info, brushes, etc).

I've looked through the preferences numerous times and can't figure out what setting is off. It's a new M3, populated via migration assistant from an M1 iMac. I tried reinstalling photoshop, upgrading to PS2024 reinstalling PS2023, nothing addresses the issue. Any ideas?

Thanks

Update your macOS Sonoma to 14.2.1 and the issue should be fixed.

To update go to Apple>System Settings>General>Software Update

There have been a lot of similar issues going back several versions now.  It started with completely empty Toolbars icons, and then to no icons in the Adjustment Layer panel.  I am still getting it very occasionally, but restarting Photoshop usually fixes it for me now.   The best guess I can remember is that it is display related, which often means it might respond to Deactivate Native Canvas but I think that's a stretch with this one.  Give it a try anyway.
