Glitch when opening PNG files

Question

This seems to happen randomly. Does anyone know if there is a fix in the predferences? The attached image is an actual screenshot. I blurred the shoes and socks cause it's 'proprietry info' but this is exactly how the file opens. Once I grab the layer and move it it will fix its self but it's annoying that I have to do that.
