Glitchy pop up opens and closes forever whenever I open photoshop - unable to use it.

A strange glitchy pop up appears every time I open photoshop (see video). I'm logged in and online. I can't click on anything else, and when I try to close it, the whole of photoshop closes. 

I've checked I'm up to date and restarted my PC to no avail.

Running on a new HP Elitebook with plenty of memory and no other evident issues.
