No the lasso tool has never selected automatically.

Are you perhaps thinking of the Quick selection tool or magic wand tool? Both share the next slot down in the toolbar

Hi

You are pointing at the lasso tool which is working the way it should - you draw the outline with the mouse to make your selection.

There are some alternatives - if you hold the mouse down on the tool you will see these alternatives :

The polygonal lasso tool. Works similarly to the above but draws in straight lines

The magnetic lasso tool - clings to edges as you draw
